摘要
[目的/意义]循证决策是近十几年来世界公共管理界一个重要的研究与实践议题,其理论方法对政府公共政策制定具有重要的现实价值。[方法/过程]研究回顾了循证决策理论的发端与成熟,通过发掘其与公共政策制定的逻辑联结,阐述循证决策赋能公共政策制定的重要价值。[结果/结论]从循证决策的目标、主体、手段等方面入手,构建了循证决策赋能公共政策制定的逻辑框架,以期为政府公共政策制定提供参考。
[Purpose/significance]Evidence-based decision-making is an important research and practice issue in the field of public management in the world in recent years and its theoretical methods have important practical value for government public policy formulation.[Method/process]This paper reviews the origin and maturity of evidence-based decision-making theory and expounds the important value of evidence-based decision-making enabling public policy formulation by exploring its logical connection with public policy formulation.[Result/conclusion]The logic framework of evidence-based decision-making enabling public policy formulation is constructed from the objectives subjects and means of evidence-based decision-making in order to provide reference for government public policy formulation.
