摘要
完善特殊教育教师资格政策体系,对推动特殊教育教师队伍专业化建设具有重要意义。利用NVivo 11软件分析工具,对改革开放以来我国特殊教师资格政策进行整理,直观展现特殊教师资格政策在学历标准、伦理标准、知识与技能标准、资格标准4个方面的政策布局时发现,我国特殊教育教师资格政策在设置与实施上存在差距,在要求与权益保障方面存在不平衡,在普适性与专业特殊化之间存在矛盾,基本政策与具体政策之间存在脱节现象。因此,需要重视特殊教育教师的政策统筹,循序渐进地推动特殊教育教师学历标准的提升;坚持立德树人导向,完善特殊教育教师权益保障体系;融合国际特殊教育教师政策经验,分类设置特殊教师资格证书;强化教师教育政策顶层设计,规范特殊教育教师从业基本流程。
Improving the policy system for the qualification of special education teachers is of great significance for promoting the professionalization of the special education teacher team.Using the analysis tool of NVivo 11,this study organizes the policies for teacher qualification of special education in China since the reform and opening up,and visually displays the policy layout in four aspects:academic standards,ethical standards,knowledge and skills standards,and qualification standards.It is found that there are gaps in the design and implementation of China's policies of teacher qualification in special education,the imbalance in requirements and rights protection,the contradiction between universality and specialization,and the disconnection between basic policies and specific policies.Therefore,it is necessary to attach importance to the policy coordination of multi-level special education teachers,and gradually promote the improvement of the educational standards for special education teachers.Moreover,we should adhere to cultivate talents by intensifying morality and improve the protection system for the rights and interests of special education teachers,integrate international policy and experience of special education teachers,classify the establishment of special teacher qualification certificates,strengthen the top-level design of teacher education policies and standardize the basic process of employment for special education teachers.
