治理共同体与共同体治理:超越既有的边疆治理研究传统被引量：8

Governing the Community and Community Governance:Transcending the Established Research Tradition of Frontier Governance

摘要当前,边疆治理研究呈现出了“族际主义”和“区域主义”两种研究取向。“族际主义”取向学者将解决民族问题视作边疆治理的核心。“区域主义”取向学者在反思了前者不足的基础上,将解决发生在边疆地区的各类问题作为边疆治理的主要内容。但是,“区域主义”取向在现实中有可能导致中央与边疆、边疆治理和国家治理以及边民和非边民之间产生新的“二元结构”,不利于中华民族共同体建设。因此,为了避免陷入割裂国家整体治理体系的“地方主义”陷阱之中,现阶段要以铸牢中华民族共同体意识为主线,以“共同体”的视角重新审视边疆治理,充分发挥多元治理主体的功能,推动跨地区的多元治理主体间合作,从而打造边疆治理共同体的新格局。 At present,the study of frontier governance presents two research orientations:“inter-ethnicism”and“regionalism”.Scholars of“inter-ethnicism”regard the solution of ethnic problems as the core of frontier governance.Scholars of“regionalism”,reflecting on the shortcomings of the former approach,consider solving various problems in frontier areas as the main content of frontier governance.However,the“regionalist”approach may lead to a new“dualistic structure”between the central government and the frontier,between the frontier governance and the national governance,and between the frontier people and the non-frontier people,which is not conducive to the construction of the community of the Chinese nation.Therefore,in order to avoid falling into the trap of“localism”that fragments the overall national governance system,it is necessary at this stage to enhance a strong sense of the community of the Chinese nation as the mainstay,reexamine frontier governance from the perspective of“community”,give full play to the functions of multi-subject governance,and promote cross-regional cooperation among multiple governance agencies so as to create a new pattern of the frontier governance community.
