摘要
在网络攻击和乌克兰危机的双重刺激下,关键基础设施的安全与弹性成为拜登政府制定与执行《国家网络安全战略》的首要议题。美国情报界和安全部门认为,美国的地缘政治对手及非国家性质的网络犯罪集团对美关键基础设施实施网络攻击的能力和意愿均在加强。对此,拜登政府着力寻求与国会合作,意欲通过平衡治理责任、严格行业标准、强化政府监管等方式,塑造一种在联邦政府主导下的关键基础设施网络安全治理格局,但是掣肘因素不容忽视。
Stimulated by a combination of cyberattacks and the Ukraine crisis,ensuring the security and resilience of critical infrastructure has become a top priority in the National Cybersecurity Strategy of the Biden administration.The US security and intelligence community warns that America's geopolitical rivals,alongside non-state cybercrime groups,are showinggrowing intentandcapabilityto mount cyberattacks against critical infrastructure targets in the US.In light of that,the Biden administration is working to collaborate with the Congress,attempting to shape a cybersecurity governance pattern led by the federal government regarding critical infrastructure,through such means as balancing the responsibility of governance,implementing industry standards,and tightening government regulation.Looking ahead,however,the constraining factors cannot be ignored.
