High-quality Development of Vocational Undergraduate Education during the“14th Five-year Plan”Period:Connotation Characteristics and Action Paths

摘要 “十四五”时期,职业本科教育高质量发展是推动我国职业教育现代化进程的关键举措。从宏观发展使命来看,职业本科教育高质量发展强调“服务地方经济社会发展的质量”,指向能够满足地方经济社会发展对高层次技术技能人才和先进技术的需求。从中观发展战略来看,职业本科教育高质量发展强调“多元协同共享”,指向形成由政府宏观指导、高校自主办学、社会参与监督等多元主体协同作用的发展机制。从内部发展核心来看,职业本科教育高质量发展强调“高层次技术技能人才培养质量”,其高质量发展的特征表现为以职业性、高等性、地方性为主的发展定位,以“协同共享”为主的多元化发展模式,以高层次技术技能型人才为主的人才培养目标。因此,应从国家、学校、社会三个层面来推动并实现职业本科教育高质量发展。 During the"14th Five-year Plan"period,the high-quality development of vocational undergraduate education is a key step to promote the modernization of vocational education in China.From the perspective of macro development mission,the high-quality development of vocational undergraduate education emphasizes"serving the quality of local economic and social development",pointing to meet the needs of local economic and social development for high-level technical and skilled personnel and advanced technology.From the perspective of middle-level development strategy,the high-quality development of vocational undergraduate education emphasizes"diversity,synergy and sharing",pointing to the formation of a development mechanism with the synergistic action of multiple subjects,such as macro-guidance from the government,independent running of colleges and universities,and social participation and supervision.From the internal development core,the high-quality development of vocational undergraduate education emphasizes the"quality of training high-level technical and skilled talents",and the characteristics of its high-quality development are as follows:professional,advanced and local development orientation,diversified development mode based on"collaboration and sharing",and high-level technical and skilled personnel training objectives.In the future,the high-quality development of vocational undergraduate education should be boosted from the three levels of the country,the school and the society.
