摘要
充分发挥时空信息数据要素价值,全面有效地支撑国家和地方高质量发展,已成为政府部门、学术界和产业界关注的热门话题。但当前时空信息赋能高质量发展的基础研究相对薄弱,亟需理清其基本内涵、赋能机理、发展战略、实现路径等。为此,本文聚焦时空信息赋能高质量发展的基本问题与发展方向,首先从“赋能”的内涵出发,讨论了数字化赋能、全局性赋能和时空型赋能的基本概念,分析指出了无所不在的时空连接、无时不用的时空计算、无所不及的时空智能是时空赋能的三大基本方式;继而讨论了当前时空赋能所面临的问题,提出了时空信息赋能高质量发展的发展方向,包括打造实景三维中国、建设时空算力基础设施、构建时空知识服务基础设施等,并简要讨论了时空信息在数字经济、数字社会、数字政府等方面的未来应用场景。
Utilizing the empowerment of spatio-temporal information to comprehensively and effectively support the national and local high-quality development has become a hot topic of concern for government departments,academia,and industries at all levels.However,the current basic research on spatio-temporal information empowering high-quality development is relatively weak,and it is urgent to clarify its fundamental connotation,empowering mechanism,development strategies,and implementation paths.In this paper,we focus on the fundamental issues and development directions of empowering high-quality development with spatio-temporal information.Starting from the connotation of“empowerment”,we first discuss the basic concepts of digital empowerment,global empowerment,and spatio-temporal empowerment,and analyze the ubiquitous spatio-temporal connection,the omnipresen spatio-temporal computing,and the all-encompassing spatio-temporal intelligence as the three fundamental modes of temporal-spatial empowerment,as well as the current challenges faced by spatio-temporal empowerment.Following this,the development directions of empowering high-quality development with spatio-temporal information are proposed,including the creation of 3D Real Scene China,the construction of spatio-temporal computing infrastructure,and the establishment of spatio-temporal knowledge service infrastructure,etc.Furthermore,the possible application scenarios of spatio-temporal information in the digital economy,digital society and digital government are also briefly discussed.
