摘要
乡村空间治理是国土空间治理体系的重要组成部分,有利于更好地整合资源,提高乡村发展的竞争力,为落实乡村振兴战略提供组织保障。本研究以西部地区市县国土空间规划和实用性村庄规划为例,提出建立镇村布局和村庄规划体系,明确村庄分类及用地布局,推动农村“三块地”改革和国土空间整治修复等措施,为乡村空间治理和实用性村庄规划编制提供借鉴。
Rural spatial governance is an important component of the territorial spatial governance system,which is conducive to better integrating resources,improving the competitiveness of rural development,and providing organiza-tional support for the implementation of rural revitalization strategies.This paper took territorial spatial planning and the practical village planning of cities and counties in western China as an example,proposed some measures,including establishing a town and village layout and village planning system,clarifying village classification and land use layout,promoting the reform of rural"three plots of land"and territorial spatial renovation and restoration,so as to provide references for rural spatial governance and practical village planning establishment.
