摘要
目的探索常态化疫情防控中多层级、多部门间存在的信息沟通阻滞因素,为提高联防联控机制下部门间合作的沟通效果提供参考。方法选取S市参与入境人员管理条线上的街道、区级、市级和省级25名工作人员和5名接受管理的入境人员为调查对象,根据预先设计的访谈提纲,采用半结构化访谈法进行一对一深入交流,了解入境人员管理的沟通情况。结果入境人员管理的实际工作路径与预设的一般工作路径不同,存在信息报送渠道不统一、基层信息沟通依赖非正式沟通、工作角色定位偏差、高压工作环境等影响沟通效果的阻滞因素。结论应多措并举,消除阻滞因素,通过规范沟通渠道、发展网络平台、明确工作角色、重视沟通激励4个方面理顺信息传递环节,从而提高部门间沟通效果。
Objective To explore the factors that block the information communication existing at multiple levels and among multiple departments in normalization of epidemic prevention and control,so as to provide reference for improving the communication effectiveness of cooperation among different departments.Methods 25 staff members,who come from the street,district,municipal and provincial level,and 5 people entering China participated in the interview.Semi-structured interviews were used to communicate in-depth with them one-to-one.The interview results were used to know the status of management communication of people entering China.Results The actual path of work differed from a preset general path of the management of persons entering China.The obstacles affecting the effectiveness of communication were the non-uniform channels of information delivery,the reliance on informal communication for basic information communication,the incorrect positioning of work roles and the high-pressure work environment,etc.Conclusion Obstacles should be broken up by multiple measures,and four aspects can be used to straighten out the information transfer link and improve the communication effect of the department:standardizing communication channels,developing web platforms,clearly defining job roles and valuing communication incentives.
