西部地区高等教育发展水平测度与评价——基于AHP-TOPSIS-Tobit模型检验 被引量:4

Measurement and Evaluation of the Development Level of Higher Education in Western Regions——Based on AHP-TOPSIS-Tobit Model Test

摘要 西部高等教育是构建新发展格局的重要角色,是推进高质量发展的内在要求。文章通过运用AHP-TOPSIS-Tobit模型对2011—2020年全国和西部地区高等教育发展水平进行测度及影响因素分析,结果表明:时间趋势上,全国和西部地区高等教育发展水平均呈波动上升态势,西部地区增长率高于东部和中部地区;空间差异上,西部地区高等教育发展水平低于东部和中部地区,表现为四川、陕西发展水平较好,重庆次之;离散程度上,东部和中部地区不断缩小,而西部地区呈扩大趋势;影响因素上,外部因素对西部地区高等教育发展水平均未产生显著影响,内部因素的师资力量、教育经费、科研投入存在显著正向影响。为此,应以陕西、四川为战略基点,打造西部地区高等教育对外开放的“桥头堡”,鼓励西部高校积极融入“一带一路”建设,提升高等教育国际化水平。 Higher education in western China plays an important role in the construction of a new development pattern and is the internal requirement of promoting high-quality development.The AHP-TOPSIS-Tobit model is used to measure the development level of higher education in China and western China from 2011 to 2020 and analyze the influencing factors.The results show that:in terms of time trend,the development level of higher education in China and western China shows a fluctuating upward trend,and the growth rate in western China is higher than that in eastern and central China.In terms of spatial differences,the development level of higher education in the western region is lower than that in the eastern and central regions,which is better in Sichuan and Shaanxi,followed by Chongqing.In terms of the degree of dispersion,the eastern and central regions are shrinking,while the western regions are expanding.In terms of influencing factors,external factors have no significant impact on the development level of higher education in the western region,while internal factors such as faculty,education funds and scientific research investment have significant positive impact.Therefore,we should take Shaanxi and Sichuan as the strategic basis point,build the"bridgehead"of higher education opening to the outside world in the western region,encourage western universities to actively integrate into the"One Belt and One Road"construction,and improve the internationalization level of higher education.
