摘要
随着新就业形态的不断发展,新业态从业者人数不断增多。由于当前新业态就业不同于传统的用工模式,无法适应传统的以劳动合同为依托的社会保险制度,新业态从业者参加职工养老保险存在一定的困难。基于对临沂市外卖骑手参保情况的调查,发现目前新业态从业者参加职工养老保险的比例偏低,同时还存在劳动关系认定困难、个人缴费比例较高、个人缴费能力较弱以及对职工养老保险政策缺乏足够了解等问题。为了解决新业态从业者参加职工养老保险存在的问题,需要完善法律法规,加强法制建设;增强企业的社会责任意识;完善现有政策,建立参保政策的长效机制;加强社会保险宣传教育等。
With the continuous development of new forms of employment,the number of practitioners in new business form is increasing.Because the new employment mode is different from the traditional employment mode,it cannot adapt to the traditional social insurance system based on labor contract,and it is difficult for the practitioners in new business form to participate in the employee endowment insurance.Based on the investigation of the insurance participation of takeaway riders in Linyi City,it is found that the proportion of the current practitioners in the new business form to participate in the employee endowment insurance is low,and there are also problems such as the difficulty in identifying labor relations,the high proportion of individual contribution,the weak ability of individual contribution,and the lack of enough understanding of the employee endowment insurance policy.In order to solve the problems existing in the new business form practitioners participating in the employee endowment insurance,it is necessary to improve laws and regulations,strengthen legal system construction;enhance the social responsibility awareness of enterprises;perfect the existing policy,establish the long-term mechanism of insurance policy;and strengthen social insurance publicity and education.
