摘要
[目的/意义]公共数据在数据驱动型社会中扮演着至关重要的角色,在促进产业转型升级、加快数据经济发展步伐等领域发挥着关键性作用。因此,建立健全公共数据的政策法规,加强顶层设计建设,对于推动数字经济发展、提高竞争力、提升政府的社会治理能力和科学决策起到积极作用。[方法/过程]本文借助质性文本分析软件NVivo 12PLUS,对北京、上海、广东等7个省级公共数据管理办法依次进行开放式编码、关联式编码与核心编码,形成编码统计表。最后依据统计结果进行文本分析并提出对应建议。[结果/结论]根据编码结果发现,研究样本十分重视责任制度的建设,在开放利用上也有着清晰的支撑逻辑,但是对于公共数据的安全保障和监督管理仍有待完善,并以此提出相对应的建议,以更好地适应公共数据的建设发展。
[Purpose/Significance]Public data plays a crucial role in the data driven society,which promotes industrial transformation and upgrading,accelerating the pace of data economy development and other fields.Therefore,establishing and improving policies and regulations for public data,strengthening top-level design and construction plays a positive role in promoting the development of the digital economy,improving competitiveness,and enhancing the government's social governance capacity and scientific decision-making.[Methods/Process]With the help of the qualitative text analysis software NVivo 12PLUS,this paper conducted open coding,correlation coding and core coding for the public data management measures issued by seven provincial regions,including Beijing,Shanghai and Guangdong,to form a coding statistics table.Finally,according to the statistical results of the text analysis,the study put forward corresponding suggestions.[Results/Conclusion]According to the coding results,the research sample attaches great importance to the construction of the responsibility system and has a clear supporting logic in the open use.However,the security guarantee and supervision management of public data still need to be improved,and put forward corresponding suggestions to better adapt to the construction and development of public data.
