山地旅游区地质灾害风险管理和减灾体系构建——以四川省乐山市山地景区为例 被引量:3

Construction of Geological Hazard Risk Management Framework and Disaster Prevention and Mitigation System in Mountain Tourism Areas:A Case Study of Leshan City,Sichuan Province

摘要 山地旅游蓬勃发展的同时旅游区地质灾害类型和数量也日益增多,对旅游区人员、旅游资源和基础设施等造成很大危害。为降低由地质灾害引发的山地旅游区公共安全风险问题,通过资料收集、实际调研和理论分析的方法构建了山地旅游区地质灾害风险管理和的防灾减灾体系。结果表明,四川乐山山地旅游区地质灾害类型主要为危岩、滑坡、泥石流和山洪,危害方式呈现灾害链形式,降雨是主要诱发因素;分别阐述了灾害风险管理的全过程,包含风险的识别、分析、评价和管控,最终建立了适应山地旅游区的地质灾害风险管理框架;从地面调查、监测预警、工程治理和应急救援等方面构建了防灾减灾体系。研究结果丰富了山地旅游区风险管理的理论研究、提高了旅游区防灾减灾能力,促进了旅游区可持续发展。 With the vigorous development of mountain tourism,the types and numbers of geological hazards in tourist areas are also increasing,causing great harm to the landscape resources,infrastructure and personnel safety in tourist areas.In order to reduce the public safety risk caused by geological hazards in mountain tourism areas,the risk management framework and disaster prevention and mitigation system was constructed by means of data collection,practical investigation and theoretical analysis.The results show that the main types of geological hazards in Leshan Mountain Tourism Area of Sichuan Province are rockfalls,landslides,debris flows and flash flood,and the hazards are in the form of disaster chains,with rainfall as the main triggering factor.The whole process of disaster risk management is expounded,including risk identification,analysis,evaluation,and control,and finally the risk management framework of geological hazards adapted to mountain tourist areas is established.The disaster prevention and mitigation system were constructed from ground investigation,monitoring and early warning,engineering management and emergency rescue.The achievement can provide an important basis for constructing the risk management framework of mountain tourist areas,improving disaster prevention and mitigation capacity and achieving sustainable development of tourism.
