摘要
产业强镇是我国乡村工业化的重要产物,温州市是我国乡村工业化和产业强镇建设的典范,回顾温州市产业强镇发展40年历程,总结其发展经验,具有较好的理论和实践价值。文章采用田野调查和文献研究方法,系统梳理温州市产业强镇发展历程、经济社会背景和多层次政策措施,从多元视角分析产业强镇的阶段性特征和形成机制;总结温州市产业强镇在产业经济、空间特征、人居环境、城镇治理等方面面临的问题和挑战;最后,基于双循环发展战略,提出产业强镇的转型策略,探索产业强镇的“新温州模式”。
Making townships stronger on the basis of industry is an important outcome of China’s rural industrialization strategy.Wenzhou City is a model of rural industrialization and industrial construction based townships strengthening in China.Reviewing the 40-year township strengthening course in Wenzhou City and summarizing its development experience,we can obtain preferable theories and practice value.Employing methodology of field survey and literature research,this article systematically sorted out the development course,economic and social background and policy measures at multi-levels of industry based township strengthening in Wenzhou City,and analyzed its characteristics in different stages and formation mechanism from multiple perspectives;summarized its problems and challenges confronted in industrial economy,spatial characteristics,living environment,township governance,etc.;finally,on the basis of the dual-cycle development strategy,the article proposed the transition strategy for industry based township strengthening and explored a“new Wenzhou mode”for industry-based township strengthening.
