摘要
当政府信任呈现差序信任格局时,如何厚植基层政府信任,是深度媒介化社会场景下推进国家治理能力现代化的重要体现。本文借助2018年网民社会意识调查数据,考察主流媒体使用对差序政府信任的影响及其作用机制。研究发现:主流媒体使用对高层政府信任的正向影响强于基层政府信任;就机制而言,社会信任在高层政府信任中的中介效应大于其在基层政府信任中的中介效应,社会信任在主流媒体使用中对差序政府信任中具有部分中介作用。研究结果为构建“政府—主流媒体机构—网民”三方互动的联动机制,提升政府信任,尤其是基层政府信任,提供了实践参考。
When the trust in government is hierarchical trust of"strong central government and weak local government",how to strengthen the trust in grass-root government and realize the effectiveness of government governance is an important reflection of promoting the modernization of national governance in the context of a deeply mediated society.With the help of the 2018 netizen social awareness survey,this paper empirically examines the impact of mainstream media use on hierarchical government trust and its function mechanism.The study finds that the positive effect of mainstream media use on trust in high-level government is stronger than trust in grass-root government,thus generating hierarchical government trust;In terms of mechanism,the amount of mediating effect of social trust in mainstream media use on high-level government trust is greater than its mediating effect in grass-root government trust,and social trust has a partial mediating effect in mainstream media use on hierarchical government trust.These research results provide practical insights for establishing an interactive mechanism among the government,mainstream media institutions,and internet users,with the aim of enhancing trust in the government,particularly at the grassroots leve.
