摘要
关键矿产资源对一国经济发展和国防安全至关重要。近年来,关键矿产领域成为大国竞争新“战场”,各国纷纷加速出台相关战略和政策措施。非洲作为世界上最重要的关键矿产来源地之一,逐步成为大国关键矿产竞争的重点区域。当前,在大国对非洲矿产品贸易依赖度提高的同时,中非关键矿产品贸易快速发展,自非洲关键矿产品进口规模不断扩大,但仍面临基础设施不足、传统安全风险上升、资源民族主义抬头致使主要国家政策法规调整、物流通道隐患以及西方势力抨击抹黑等一系列问题与挑战。下一阶段,中国应坚持总体国家安全观,统筹安全与发展,完善对非关键矿产合作顶层设计,强化制度保障,引导企业合规经营,增加信息供给并加快谋划三方合作。
Critical mineral resources are vital to a country's economic development and national defense security.In recent years,the field of critical minerals has become a new“battlefield”for competition among major powers,and countries have accelerated the introduction of relevant strategies and policy measures.Africa,as one of the most important sources of critical minerals in the world,has gradually become a key area of competition among major powers for critical minerals.At present,while the dependence of major countries on Africa's mineral trade is increasing,China-Africa trade in critical minerals is developing rapidly and the scale of critical mineral imports from Africa is expanding,but it still faces a series of problems and challenges such as insufficient infrastructure,rising traditional security risks,adjustment of policies and regulations in major countries,rising resource nationalism,hidden problems in logistics corridors and smearing by Western forces.In the next stage,China should adhere to the overall national security concept,coordinate security and development,improve the top-level design of critical mineral cooperation with Africa,strengthen institutional safeguards,guide enterprises to operate in compliance,increase information supply and accelerate the planning of tripartite cooperation.
