摘要
中国式治理体系现代化的核心问题是政府与市场的关系问题。政府与市场的关系主要是政府如何治理资本逻辑与劳动者价值创造规律的关系问题。现代社会治理体系的实质性内涵就是协调和处理好国家公共事务治理能力、劳动创造价值伟力与资本激活市场活力三者之间的关系,确保“三力组合”充分激活,构成新结构,形成新秩序。中国式现代化的本质要求,是贯穿中国式治理体系现代化全过程、全要素和全方位的根本遵循和基本原则,也是建构中国式治理体系现代化新结构和新秩序的根本遵循和基本原则。为了确保中国式治理体系现代化拥有新秩序、取得新进展,必须有科学的制度设计与政治基础、合理的结构安排与力量输出、优质的资源配置与要素激活、科学的精神智慧与文化支撑、强劲的动力源泉与动能供给、有利的外在条件与善治环境,这样才能确保高效的治理组织与社会运行始终处于善治态势。
The core issue of the modernization of Chinese governance system is the relationship between the government and the market.The relationship between the government and the market is mainly about how the government governs the relationship between the logic of capital and the law of labor value creation.The substantive connotation of modern social governance system is to coordinate and handle the relationship among the national public affairs governance ability,the great power of labor to create value,and the vitality of capital to activate the market,ensuring that the“combination of three forces”is fully activated,building a new structure,and forming a new order.The essential requirement of Chinese-style modernization is the fundamental adherence and basic principle that runs through the whole process,all elements and all aspects of the modernization of the Chinese-style governance system,as well as the fundamental adherence and basic principles for building a new structure and order for the modernization of the Chinese-style governance system.In order to ensure that the modernization of the Chinese-style governance system has a new order and makes new progress,it is necessary to have a scientific institutional design and political foundation,reasonable structural arrangement and power output,high-quality resource allocation and element activation,scientific spiritual wisdom and cultural support,strong power source and kinetic energy supply,favorable external conditions and a good governance environment.Only in this way can we ensure that efficient governance organizations and social operations remain in a state of good governance.
