摘要
我国已经在手机号码、火车票等多个领域开展了实名制,但实名制预防接种仍处于探索阶段。非实名制接种疫苗时受种者没有唯一的身份识别代码,在免疫规划信息系统内可能会出现多个重复的预防接种档案、档案错误下载、虚假接种等问题。为进一步规范预防接种工作,提高免疫规划信息数据质量,以身份证作为预防接种档案的唯一身份依据,实行实名制预防接种既是优化预防接种工作的重要举措,也是免疫规划工作发展的重要标志。实行实名制预防接种,设计一套实名制预防接种方案,以身份证作为受种者预防接种档案的唯一标识,通过存量预防接种档案初始化、电子身份二维码、人工实名认证等多种途径,确保实名制预防接种的顺利进行和大范围推广。
China has launched a real-name system in many fields,such as mobile phone numbers and train tickets,but real-name system for vaccination is still in the exploratory stage.When non-real-name vaccination is used,the recipient does not have a unique identification code.Multiple repeated vaccination files,wrong download of vaccination files,and false vaccinations in the immunization planning information system may occur.In order to further standardize the immunization work and improve the quality of immunization planning information and data,the ID card is used as the only identity basis for immunization files,and the realization of the real-name system for immunization is an important measure to optimize the immunization service system and an important symbol of the development of immunization planning.Based on the discussion and thinking on the real-name system for vaccination,the study designs a set of real-name system for vaccination.The ID card is used as the unique identification of the vaccination file of the inoculation.Through various channels,such as the stock vaccination file initialization,electronic identity QR code,and artificial autonym certification,etc.,the smooth development and large-scale promotion of the real-name vaccination system can be achieved.
