摘要
近年来,如何有效提升企业创新以促进经济高质量发展成为社会各界的焦点。本文以中国2009年十大产业振兴规划出台为准实验,采用双重差分法研究产业政策对企业创新的影响及机制。研究发现,产业政策显著提高企业创新水平,且产业政策冲击对企业创新的促进作用呈逐渐增强趋势。异质性分析发现,产业政策对民营企业、地方政府干预程度较强,对非高科技行业企业的创新效应更强。机制检验表明,产业政策通过税收、政府补贴和市场竞争3种机制促进企业技术创新,尤其是民营企业技术创新。
In recent years,how to effectively enhance corporate innovation to promote high-quality economic development has become the focus of society in all sectors.By taking the introduction of China s top ten industrial revitalization plans as a natural experiment,we use the difference in difference method to study the impact and mechanism of industrial policies on corporate innovation.We found that industrial policy has significantly enhanced enterprises innovation with a tendency toward gradual growth.Through heterogeneity analysis,we conclude that industrial policy has stronger effects on private enterprise,enterprises with strong intervention by the local government and non-high-tech enterprise.The mechanism test shows that the industrial policy promotes the technological innovation of enterprises,especially the private enterprises,through the taxation mechanisms,government subsidies mechanisms and market competition mechanisms.
