摘要
目的:随着我国人口老龄化程度的加剧,养老产业将迎来高速发展期,但目前很多方面仍不尽完善,智慧养老正发展成为解决我国养老难题的新途径。本文从动态能力理论角度出发,总结并分析江苏省智慧养老发展现状,并提出思考和建议。方法:选取江苏地区四个全国智慧养老示范街道,进行田野观察,并构建动态能力视角下的社区智慧养老服务发展模型,和社区智慧养老服务发展演进模型。结果:目前社区智慧养老存在感知能力维度开放性不足;利用能力维度规划性欠缺;再配置能力维度,政府的财政依赖性强。结论:该结果对于剖析社区智慧养老服务技术与需求无法精准对接、运行机制不健全、自主创新欠缺等问题具有启发意义。优化策略包括发展“以人为本”的感知能力;提升多元协同的利用能力;注重可持续发展的再配置能力。
Objective To summarize and analyze the status of community-based intelligent care for elderly in Jiangsu Prov⁃ince from the perspective of dynamic ability theory,and put forward some suggestions.Methods Four demonstration streets of nation⁃al smart elderly care in Jiangsu were selected for field observation.Then community-based intelligent care development model for elderly,and a community-based intelligent care development evolution model for elderly were developed from the perspective of dynamic capability.Results At present,the perceptual capability of community-based intelligent care for elderly is not open e⁃nough,lacking of planning of utilization capability.In the dimension of redistribution capability,the governmental financial depend⁃ence is over reliant.Conclusion The results are instructive for analyzing the problems such as the lack of accurate connection be⁃tween community smart elderly care service technology and demand,unsound operating mechanism and insufficiently independent innovation.The optimization strategies include developing"people-oriented"perception capabilities,enhancing multi-dimen⁃sional and collaborative utilization capabilities,and focusing on sustainable reconfiguration capabilities.
