摘要
针对社区治理中女性干部比例越来越高的现象,学界存在结构取向和文化取向两种主流解释。这两种解释存在一定的合理性与局限性。结构取向的解释强调女性气质、能力与社区治理工作的契合,但过于乐观地估计了女性在社区治理中的主动性;文化取向的解释强调传统性别观念阻碍了女性参与社区治理,但缺乏对性别观念分化和变迁的深度考察。更客观深入地理解社区治理的“女性化”,需要避免任何一种单一化的解释路径。当前,我国城乡基层治理的环境、任务正在发生快速改变,这些变化为这一领域的研究带来新的元素,从而打开新的研究空间。
Two main explanations have been proposed as to why the proportion of female officials was increasing in community governance:the structural explanation and the cultural explanation.Both have reasons and limits in a certain sense.The structural explanation tends to believe women's femininity and ability make them competent for community governance tasks but seems too optimistic in estimating women's initiative in community governance.In contrast,the cultural explanation emphasizes that traditional concept of gender roles hinders women's participation in community governance but lacks in-depth investigation on the differentiation and changes of gender role attitudes.To understand the"feminization"of community governance more objectively and deeply,we need to avoid any single understanding.Currently,the environment and tasks of primary-level governance in China are undergoing rapid changes,bringing new elements and opening up new research space in this field.
