基于层次分析法构建大型科研仪器设备申购论证评价体系研究 被引量:7

Research on the construction of large-scale scientific research instrument and equipment purchase argumentation evaluation system based on analytic hierarchy process

摘要 目的:构建大型科研仪器设备申购论证评价指标体系,为大型科研仪器设备准入评估提供技术支撑。方法:通过专家评估和问卷调查,确定评价指标体系的一级指标和二级指标,利用层次分析法(AHP)计算各级指标权重,构建设备论证评价指标体系。以医院申购的高分辨小动物活体成像系统、超高分辨质谱和激光共聚焦拉曼光谱仪3种类型大型科研仪器设备论证评价为案例,对各指标的相对重要性进行评分,并对其指标体系实例论证评估。结果:大型科研仪器设备申购论证评价指标包括申购必要性、设备合理性、配套条件及预期效益4个一级指标和16个二级指标。3种类型的大型科研仪器设备申购论证中,公共平台申购的超高分辨质谱和激光共聚焦拉曼光谱仪得分>7分,专家予以论证通过,与设备调研情况符合度高。结论:大型科研仪器设备申购论证评价指标体系可有效提高科研仪器设备采购的科学性,为优选设备提供定量依据,实现大型科研仪器设备的合理购置。 Objective:To establish an evaluation index system for the purchase of large-scale scientific research instruments and equipment,and to provide technical support for large-scale scientific research equipment purchase argumentation.Methods:The primary and secondary indexes of the evaluation index system were determined through questionnaire survey and expert evaluation,and the weight of various indexes were calculated by using the Analytic Hierarchy Process(AHP).The evaluation index system of equipment argumentation was constructed.The evaluation index system was demonstrated and evaluated with three types of large-scale scientific research equipment purchased by the hospital:high resolution in vivo imaging system for small animals,ultra-high resolution mass spectrometry and laser confocal Raman spectrometer.Results:The evaluation indicators for large-scale scientific research instruments and equipment purchase argumentation included in 4 firstlevel indicators of purchase necessity,equipment rationality,supporting conditions and expected benefits and 16 second-level indicators.Among the three types of scientific research instruments and equipment,the ultra-high resolution mass spectrometry and laser confocal Raman spectrometer applied for purchase on the public platform scored more than 7 points,and the experts passed the argumentation,which was highly consistent with the equipment survey.Conclusion:The evaluation index system of large-scale scientific research instrument and equipment purchase argumentation can effectively enhance the scientificity of purchasing and argumentation scientific research instruments and equipment,provide a quantitative basis for selecting optimal equipment,and realize the rational purchase of large scientific research instruments and equipment.
