摘要
依托云南省地缘优势,实现云南口岸经济高质量发展是推进云南建成面向南亚东南亚辐射中心的重要路径。文章从空港经济区、边境经济合作区、境外经贸合作区“三区”探讨金融支持云南口岸经济建设的机理与路径。深入分析发现,金融支持“三区”发展能够通过贸易创造效应促进贸易“双循环”,直接驱动口岸经济发展;通过产业结构优化效应和技术升级效应促进产业“双循环”,进而促进口岸经济发展。文章基于“三区”场景,结合数智化技术提出了“数智化+三区”金融支持口岸经济建设的创新模式,包括“数智化+空港贸易贷”“数智化+临空产业贷”与“数智化+空港基建贷”的金融支持空港经济区发展模式,“数智化+边民互市贷”“数智化+沿边产业贷”与“数智化+边境口岸基建贷”的金融支持边境经济合作区发展模式以及从融资渠道探索“数智化+”的金融支持境外经贸合作区发展模式。
Relying on the geographical advantages of Yunnan province,achieving the high-quality development of Yunnan s trading-port economy is an important approach to building Yunnan into a business center facing South Asia and Southeast Asia.This paper discusses the mechanism and approaches of financial support for the development of Yunnan s trading-port economy from the three aspects of the airport economic zone,the border economic cooperation zone and the overseas economic and trade cooperation zone.The in-depth analysis reveals that the financial support for the“three zones”can promote the“dual circulation”of trade through trade-creating effects,and directly drive the development of the trading-port economy,enhance the industrial“dual circulation”through the optimization effects of the industrial structure and the technological upgrade effects,and then promote the development of the trading-port economy.Based on the“three-zones”scenario and the data intelligence technology,this paper proposes an innovative model of“data intelligence+three zones”financial support for the trading-port economic construction,including the development model of“data intelligence+airport business loan”,“data intelligence+airport industrial loan”and“data intelligence+airport infrastructure loan”as well as the development model of financial support for the border economic cooperation zones of“data intelligence+mutual market loan for border residents”,“data intelligence+border industrial loan”and“data intelligence+infrastructure loan for the border trading-ports”.It also explores from the financing perspective the development model of“data intelligence+”financial support for overseas economic and trade cooperation zones.
