摘要
日本将向国际组织输送各领域专业人才作为国家战略的重要组成部分和重要的外交手段。由日本政府主导的联合国初级专业技术官员(Junior Professional Officer,简称JPO)派遣项目已取得显著成效。日本将国际组织人才的培养战略正式纳入其高等教育发展新规划中,将国际组织人才培养的战略目标和高等教育国际化改革进程结合起来推进实施。高校教学活动分为以通专结合的课程设置为主的认知教学和以海外实习为主的实践教学。多元化的宣传,充足的人才储备、畅通的派遣途径和派遣后的支持保障四个方面构成了日本可持续发展的人才孵化体系。日本的相关策略和实践说明,国际组织人才培养和输送,应系统构建符合国情特色的人才培养和输送体系,完善相应的制度和资金统筹系统,加强政策保障,采取切实可行的实施模式和路径方法,为参与全球治理决策议程、维护国家利益、传播国家价值理念提供智力支持和人才保障。
Japan will provide professional talents in various fields to international organizations as an important component of its national strategy and an important diplomatic tool.The United Nations Junior Professional Officer(JPO)dispatch project,led by the Government of Japan,has achieved significant results.Japan has officially incorporated the international organization talent cultivation strategy into the new plan for the development of higher education,and combines the strategic goals of international organization talent cultivation with the process of internationalization reform of higher education to promote implementation.The teaching activities in universities are divided into cognitive teaching based on the combination of general and specialized courses,and practical teaching based on overseas internships.The four stages of diversified promotion,sufficient talent reserve,smooth dispatch channel and post-dispatch support guarantee constitute Japan's sustainable talent incubation system.Japan's relevant strategies and practices indicate that international organization talent cultivation and delivery should focus on systematically building a talent cultivation and transmission system that conforms to national characteristics,improving corresponding systems and funding coordination systems,strengthening policy guarantees,adopting practical and feasible implementation models and path methods,and providing intellectual support and talent guarantee for participating in global governance decisionmaking agendas,safeguarding national interests and disseminating national values.
