摘要
从当前消防救援队伍的执勤体系入手,列举了改革转隶以来队伍运行过程中暴露出的力量调派、指挥协同、在岗训练等问题短板。在此基础上,坚持问题导向,从“怎么建、怎么编、怎么调、怎么战”四个方面探讨了改进措施,着力优化现行体制机制和队伍运行方法,以期构建中国特色的消防救援队伍执勤体系,实现提升应对处置各类灾害事故能力的根本目的。
Starting from the current shift system of fire rescue team,this paper lists the shortcomings of force dispatch,command coordination and on-the-job training exposed in the process of team operation since the reform.On this basis,the improvement measures are discussed from the four aspects of“how to build,how to organize,how to adjust and how to fight”,focusing on optimizing the current system and mechanism and team operation methods,in order to build a fire rescue team shift system with Chinese characteristics and achieve the fundamental purpose of improving the ability to deal with all kinds of disasters and accidents.
