“多渠道供给”政策对二手房出售市场的影响——基于利用集体建设用地建设租赁住房试点的实证研究

Impact of“Multi-channel Supply”Policy on Second-hand Housing Sales Market:An Empirical Study Based on the Pilot Project of Using Collective Construction Land for Rental Housing

摘要 作为我国房地产调控中的创新举措,以“只租不售”模式为前提,集体建设用地建设租赁住房从供给侧结构性改革出发,对于遏制二手房出售价格和出售量高涨发挥极大作用。选取中国37个大中城市2015年1月至2020年12月的面板数据,采用双重差分模型检验集体建设用地建设租赁住房政策实施前后二手房出售市场的变动。研究显示,集体建设用地建设租赁住房政策对二手房出售价指数和二手房出售挂牌量指数具有显著的负向作用,且经过一系列稳健性检验后结果仍然成立。在我国经济高质量发展的新阶段,集体建设用地建设租赁住房政策通过增加“多渠道供给”,在抑制房价和出售量上涨的同时优化了住房市场结构,有利于解决当下住房难的困境。 As an innovative measure in China's real estate regulation and control,based on the premise of the“only for rent,not for sale”model,the construction of rental houses on collective construction land starts from the supply-side structural reform,and plays a great role in curbing the sale price and sales volume of second-hand houses.This paper selects the monthly panel data of 37 large and medium-sized cities in China from January 2015 to December 2020,and uses the double-difference model to examine the changes in the second-hand housing sales market before and after the implementation of the policy of collective construction land rental housing.The research shows that the policy of building rental houses on collective construction land has a significant negative effect on the second-hand house price index and the second-hand house listing index,and the results are still valid after a series of robustness tests.In the new stage of China's high-quality economic development,the policy of collective construction land to build rental houses optimizes the housing market structure while curbing the rise in house prices and sales volume by increasing“multi-channel supply”,which is conducive to solving the current dilemma of housing difficulties.
