摘要
[目的/意义]数智技术赋能情报流程现代化是科技情报工作现代化的关键内容,是推进中国式现代化、顺应科技情报环境和生态变化的本质要求和必由之路。[方法/过程]基于核心概念释义,研究数智技术赋能科技情报流程现代化的驱动因素和价值特性,进而提出数智技术赋能科技情报流程现代化的践行路向。[结果/结论]安全威胁演变、信息环境变化以及决策需求提高和周期加速的非线性缠绕,是科技情报流程现代化的主要驱动因素;更深度的情报感知,更优质的数据融合,更精准的前瞻预判,更高价值的情报服务,是数智技术赋能情报流程现代化的核心价值;以“智感-智融-智析-智联-智保”为理念引领,构建适配的管理体系,强化技术研发、系统建设与情报流程的分层融合应用,培养兼具数智化思维和能力的复合型情报人才,是数智技术赋能情报流程现代化的主要践行路向。
[Purpose/significance]The modernization of digital intelligence technology enabled information process is the key content of the modernization of scientific and technological information work,the essential requirement and the only way to promote Chinese path to modernization and comply with the changes in scientific and technological information environment and ecology.[Method/process]Based on the interpretation of core concepts,this study investigates the driving factors and value characteristics of digital intelligence technology empowering the modernization of scientific and technological intelligence processes,and proposes the practical direction of digital intelligence technology empowering the modernization of scientific and technological intelligence processes.[Result/conclusion]The evolution of security threats,changes in the information environment,and the non-linear entanglement of increased decision-making needs and accelerated cycles are the main driving factors for the modernization of scientific and technological intelligence processes;Deeper intelligence perception,higher quality data fusion,more accurate forward forecasting,and higher value intelligence services are the core values of digital intelligence technology empowering the modernization of intelligence processes;Guided by the concept of"intelligent perception,intelligent integration,intelligent analysis,intelligent connection,and intelligent protection",building an adaptive management system,strengthening technology research and development,system construction,and hierarchical integration application of intelligence processes,and cultivating composite intelligence talents with both digital and intelligent thinking and abilities are the main practical directions for empowering the modernization of intelligence processes through digital and intelligent technology.
