摘要
基于全过程创新生态链梳理了广东现有科技体制机制改革的做法与成效,发现广东构建了相对健全的科技管理体制机制,但在新发展、新形势、新要求下,还存在着基础研究体系待优化、核心技术攻关组织管理体系待健全、科技成果转化渠道仍需畅通、科技与金融结合不够紧密、人才发展环境不健全等问题,需要积极围绕“基础研究+技术攻关+成果转化+科技金融+人才支撑”全过程创新生态链,开展科技体制机制创新,打造具有全球影响力的科技和产业创新高地。
Based on the whole process innovation ecochain this paper combs the practice and effect of Guangdong's science and technology system mechanism reform finds that Guangdong has built a relatively sound science and technology management system and mechanism.However under the new development new situation and new requirements there are still some problems like the basic research system needing to be optimized the organizational management system for core technology research needing to be improved the channels for the transformation of scientific and technological achievements needing to be smoothed the combination of science and technology and finance not being close enough and the talent development environment not being perfect.To this end Guangdong needs to actively focus on the whole process innovation ecochain ofbasic research+technical research+achievement transformation+science and technology finance+talent support to carry out the innovation of science and technology system mechanism so as to build a highland of scientific and technological and industrial innovation with global influence.
