摘要
欧洲“福尔摩沙俱乐部”是近年来发展起来的一个新型国际性“挺台”组织,其透过多种行径在国际场合“助力”台湾地区当局图谋“国际空间”。通过在欧洲议会以及欧洲各国议会中制造“台湾地区议题”,加深欧洲社会对台湾地区的广泛关注。利用网络媒体等渠道塑造“挺台”话语,引发国际社会的共情。此外,其成员借助多重政治身份,在议会等多个官方场合提出“挺台”动议,推动台湾地区谋求“国际空间”的“合法化”。从该组织成立的动机与目的来看,主要是为了迎合民进党当局的“国际诉求”和满足一些欧洲“亲台”议员的短视性利益的需求,加上台湾地区政局未来可能出现的政党轮替,决定了其内部的结构性缺陷和组织发展的不可持续性。值得注意的是,无论这种“挺台”行径是否会取得“实质性”成果,都会严重冲击两岸关系的和平稳定与中欧关系的健康发展。
The European“Formosa Club”is a new international“supporting-Taiwan”organization that has been developed in recent years.It“helps”the Taiwan authorities to seek international space"through various actions.By creating a“Taiwan Question”in the European Parliament and other European parliaments,it deepens the widespread concern of Taiwan in European society.By using online media and other channels to shape the“supporting-Taiwan”discourse,it has aroused the empathy of the international community towards Taiwan.In addition,with their multiple political identities,its members have proposed"supporting Taiwan"motions in parliament and other forums to promote the“legitimization”of Taiwan's quest for“international space”.According to the motives and purposes of the organization's establishment,it aims mainly to cater to the“international demands”of the DPP authorities and to satisfy the short-sighted interests of some European“supporting-Taiwan”parliamentarians.In addition,the possible alternation of Taiwan's ruling party in the future determines its structural weaknesses and the unsustainability of the organization's development.However,it is worth noting that whether or not such“supporting Taiwan”actions will achieve“substantial results”,they will seriously affect the peace and stability of cross-Strait relations and the sound development of China-Europe relations.
