摘要
以场域理论为基础,提出“‘关系、资本、行为’-政府”分析框架,运用该框架对我国技术要素市场发展现状进行系统性分析,总结发展特征和发展挑战,并尝试提出政策意见。结果表明:我国技术要素市场处于厚度扩张期,市场运行中亲缘性和地缘性关系作用突出。凭借这两种关系机制,拥有雄厚科研实力的高校在市场中占据着较多的社会资本、信息资源和控制优势,虽然这种强势地位因为政府对创新资源的再分配和对市场其他力量的扶持经历着缓慢下降,但资源公平获取、利益传导和竞争机制尚未完全发挥作用。据此总结出市场发展的六大特征和五大挑战,并提出构建体系化政策工具箱、推动国有组织体制机制改革、利用数字化手段升级市场服务体系、促进各要素市场融合发展的政策建议。
As the bearing space for the occurrence and development of the exchange relation of technology factors,technology factor market is of great significance for enriching the connotation of socialist market economy and promoting the construction of national innovation system.Based on the field theory,this paper puts forward the"‘relationship,capital,behavior’-Government"analytical framework.Using this framework to analyze the development status of Chinese technology factor market,summarize development characteristics and challenges,and try to put forward policy suggestions.The results of analysis show:the Chinese technology factor market is in the thickness expansion period,the kinship relation and geopolitical relation dominate the operation of the market.Based on these two mechanisms,universities occupy more social capital,information resources and dominant advantage.Although such strong position shrinks by government's policy,the mechanisms of equitable access to market resources,benefit transmission and competition of market have yet to play their full role.Accordingly,six major characteristics and five challenges are proposed,and also puts forward policy suggestions on building a systematic policy toolbox,promoting market-oriented reform of state-owned organizations,using digital technology to upgrade the market service system,promoting the integrated development of various factors of the market.
