摘要
科研机构是国家科技成果转化体系的重要构成。近年来,国内科研机构科技成果转化进入平稳发展阶段。为进一步提升科研机构科技成果转化效率,选取国内典型科研机构开展科技成果转化的实践经验进行了研究,凝练主要特征并提出持续优化完善科研机构科技成果转化体制机制、打通科研机构“科研-中试-产业化”一体化各环节、给予科研机构各类人员开展科技成果转化充分激励、探索多种金融方式提升科研机构科技成果转化效能等启示建议。
Scientific research institutions are an important component of the national scientific and technological achievements transformation system.In recent years,the transformation of scientific and technological achievements of domestic scientific research institutions has entered a stage of steady development.In order to further improve the efficiency of scientific research institutions in the transformation of scientific and technological achievements,the practical experience of domestic typical scientific research institutions in the transformation of scientific and technological achievements for research were selected.The main characteristics were summarized and suggestions were proposed on continuously optimizing and improving the system and mechanism of scientific and technological achievements transformation in scientific research institutions,opening up the integration links of“scientific research-pilot test-industrialization”in scientific research institutions,giving all kinds of personnel in scientific research institutions sufficient incentives to carry out scientific and technological achievements transformation,and exploring various financial ways to improve the efficiency of scientific and technological achievements transformation in scientific research institutions.
