摘要
基于2012—2021年长株潭城市群数据构建了科技创新与区域经济系统评价体系,并运用熵权TOPSIS法、耦合协调度模型和障碍度模型,综合分析了两系统综合得分、耦合协调关系、主要障碍因子的时序变化,得出结论如下:(1)长株潭城市群科技创新能力大幅提升,区域经济增势较弱。(2)两系统良性耦合程度不断加深。(3)2012—2017年,制约两系统耦合协调的主要障碍因子为有R&D活动企业数占比、高新技术企业数、在校大学生数、规模以上工业企业新产品销售收入和进出口总额。2018—2021年,制约两系统耦合协调的主要障碍因子为第二产业增加值占比、地区生产总值、人均地区生产总值。因此,未来长株潭城市群科技创新与区域经济要实现优质耦合协调,需要兼顾科技创新稳步提升和创新驱动区域经济高质量增长。
Based on the data of Chang-Zhu-Tan Urban Agglomeration from 2012 to 2021 to construct the evaluation system of science and technology innovation and regional economic system,and use entropy TOPSIS method,the coupling coordination degree model and the disorder degree model of comprehensive analyzes the relations between the two composite scores,the coupling coordination system,the main obstacle factors of temporal change,come to the conclusion as follows:(1) The scientific and technological innovation ability of CZT-UA was greatly improved,and the growth trend of regional economy was weak;(2) The benign coupling degree of the two systems is deepening;(3) The main obstacle factors restricting the coupling coordination of the two systems are the proportion of enterprises with RD activities,the number of high-tech enterprises,the number of college students,the sales revenue of new products and the total amount of imports and exports of industrial enterprises above designated size during 2012-2017,and the proportion of added value of the secondary industry,the gross regional product and the per capita gross regional product during 2018-2021.Therefore,in the future,the coupling coordination between scientific and technological innovation and regional economic quality in CZT-UA needs to take into account the steady improvement of scientific and technological innovation and the high-quality growth of regional economy driven by innovation.
