摘要运用文献资料法,对新发展阶段我国城镇结群性运动行为组织的发展现状进行分析,探析发展的实践价值、现实困境与改进策略。新发展阶段我国城镇结群性运动行为组织发展的实践价值:促进政策深度融合,助推健康中国建设;提升政府管理效率,增强服务保障能力;营造全民健身氛围,推进体育强国建设;满足居民体育需求,提升人民福祉水平。现实困境:配套政策不完善,落实效果不佳;管理能力不到位,服务效能不高;资源保障不及时,内生动力不足;制度设计不健全,权责划分不清。改进策略:健全审核评价体系,加速配套政策落地;坚持协同治理思路,提高组织管理效能;完善资源配置方案,提供持续动力支撑;加强顶层制度设计,创新组织发展机制。 By using the method of literature,this paper analyzes the status quo of urban agglomeration movement behavior organization in the new stage of development,explores its practical value,realistic dilemma and improvement strategies.The practical value of the development of China’s urban agglomeration movement behavior organization in the new development stage:promate the deep integration of policies and boost the construction of healthy China;Improve the efficiency of government administration and enhance the ability of service protection;Create a national fitness atmosphere and promote the construction of sports power;Meet residents’sports needs and improve people’s well-being.Realistic dilemma:the supporting policy is not perfect and the implementation effect is not good;Management ability is not in place and service efficiency is not high;Resource security is not timely and internal power is insufficient;The system design is not perfect and the division of powers and responsibilities is not clear.Improvement strategy:improve the audit and evaluation system,and accelerate the implementation of supporting policies;Adhere to the idea of collaborative governance,and improve the efficiency of organizational management;Improve the resource allocation plan to provide continuous power support;strengthen the top-level system design and innovate the mechanism for organizational development.
