摘要
目前,学术界对于科技创新券制度运行中如何充分发挥技术交易主体在市场上的主动性和保障政府通过科技创新券制度促进科技成果转化效率提升的具体方法较为缺乏。为此,在科技成果转化领域引入最小费用最大流模型应用,构建改进型最小成本最大流量模型,通过技术产品推广临界比例调整节点企业的技术产品供给策略,确定科技创新券最优额度,并模拟了基于传统最小费用最大流模型和改进模型的3种场景进行数值仿真。结果表明:改进模型能较好地解决科技创新券、技术产品推广临界比例和科技成果转化的优化问题,当临界推广比例为50%时可以使技术供给方转化类型多样且数量最大的科技成果,同时政府科技创新券的发行额度能够达到最低,技术产品推广临界比例对技术供给方具有技术供给策略选择影响作用。据此,为促进科技创新券政策加速科技成果在企业间的扩散应用,提出科技创新券的制度设计应尽量便利技术供需双方、借助大数据等现代信息技术和相关科技中介服务机构的力量帮助企业设计合理的技术产品推广临界比例、构建符合区域发展实际的产业链和创新链等对策建议。
At present,in the operation of science and technology innovation voucher system,there is a lack of specific methods about how to give full play to the initiative of the technology trading in the market,and how to ensure that the government promotes the efficiency of the transformation of scientific and technological achievements through the scientific and technological innovation voucher system.The results show that the improved model can better solve the optimization problems of science and technology innovation vouchers,the critical proportion of technological product promotion and the transformation of scientific and technological achievements,while the critical proportion is 50%,the technology suppliers can transform the largest number of scientific and technological achievements of various types,while the issuance amount of the government's scientific and technological innovation vouchers can be minimized,the critical proportion of technology product promotion has an impact on the choice of technology supply strategy for technology suppliers.Accordingly,in order to promote the science and technology innovation voucher policy to accelerate the diffusion and application of scientific and technological achievements among enterprises,it puts forward that the system design of science and technology innovation vouchers should facilitate the supply and demand of technology,helping enterprises design a reasonable critical proportion of technology product promotion with the modern information technology such as big data and the power of related science and technology intermediary service agencies,and building an industrial chain and innovation chain in line with the reality of regional development,et al.
