摘要
“无废”城市建设是实现固体废物减量化、资源化、无害化的有效途径,对推动绿色发展、促进人与自然和谐共生有着重要的意义。针对当前“无废”城市建设困境,采用行动者网络理论,构建了以政府为关键行动者,包含企业、居民、社会组织、基层组织和金融机构的行动者网络多元治理模型。剖析“无废”城市建设中各方行动者面临的问题阻碍、利益目标,设计了四维功能综合治理一体化系统,为强制通行点的达成提供平台支撑,提升多元治理下的环境资源配置效率,激发参与兴趣。从治理运行体系、治理监管体系、治理保障体系三方面探讨“无废”城市建设的多元治理路径。
The construction of“zero-waste”city is a comprehensive approach to achieve the reduction,resource utilization,and harmless treatment of solid waste,and is of great significance to promote green development and harmonious coexistence between human and nature.In view of the current predicament of“zero-waste”urban construction,the multiple governance model of actor network with the government as the key actor,including enterprises,residents,social organizations,grassroots organizations and financial institutions is constructed based on the actor network theory.The obstacles and benefits faced by all actors in“zero-waste”urban construction are analyzed,designing an integrated four-dimensional functional comprehensive governance system.The platform support for the achievement of obligatory passage point is provided.The efficiency of environmental resource allocation under multi-governance is improved,increasing the interest in participation.The multi-governance path of“zero-waste”urban construction is discussed from three aspects:governance operation system,governance supervision system and governance guarantee system.
