摘要
职业教育通过培养技术型人才为产业结构升级提供人才保障,其财政支出反映了国家对职业教育的重视程度和投入程度,具有间接推动产业结构升级的作用。文章基于2009-2020年省级面板数据,通过静态和动态(系统GMM)面板回归模型实证检验了职业教育财政支出对产业结构升级的影响效应。研究结果显示:总体上,职业教育财政支出对产业结构升级具有明显的正向促进作用。其中,高等职业教育财政支出对促进产业结构升级的作用效应十分显著,而中等职业教育财政支出会阻碍产业结构的升级,具有抑制效应。为此,一是优化教育经费支出结构,持续加大职业教育财政支出;二是发挥财政资金引导作用,推动高等职业教育高质量发展;三是规划职业教育财政经费,提升中等职业学校办学效能。
Vocational education provides talent guarantee for industrial structure upgrading through cultivating skilled talents,and its fiscal expenditure reflects the state's importance and investment in vocational education,which has the role of indirectly promoting industrial structure upgrading.Based on provincial panel data from 2009 to 2020,the article empirically examines the effect of financial expenditures on vocational education on industrial structure upgrading through static and dynamic(systematic GMM)panel regression models.The research results show that,in general,the financial expenditure on vocational education has a significant positive contribution to the upgrading of industrial structure.Among them,the effect of higher vocational education financial expenditures on promoting industrial structure upgrading is very significant,while the financial expenditures on secondary vocational education will hinder industrial structure upgrading and have inhibitory effects.For this reason,firstly,we should optimize the structure of education expenditure and continuously increase the financial expenditure on vocational education;secondly,we should learn from international experience to ensure the effectiveness of vocational education expenditure;thirdly,we should reasonably plan the financial expenditure on vocational education to improve the effectiveness of secondary vocational schools.
