摘要
2021年国家提出并实施“电网企业代理购电”,形成了“代理购电+统购统销”的非市场交易新模式,由此产生对相配套的电费结算机制的需求。目前省级电网企业非市场交易采用耦合结算模式,虽然有利于明确非市场交易发用两侧不同类型市场主体的责任和利益关系,但存在不符合电力系统规律以及实施效率低等问题。本文以国家相关政策为依据,提出省级电网非市场交易解耦结算新机制,即发、用两侧按现行价格政策分开结算后,产生的不平衡电费由全体工商业用户共同承担。根据典型情景的模拟测算结果表明:解耦结算与现行耦合结算的计算结果基本相同,不会引起相关主体利益变化,但更符合电力系统规律和经济规律。电网企业非市场交易购电解耦结算机制补充和完善了目前国家关于电网企业代理购电的制度安排,为省级电网公司规范和优化以代理购电为核心的非市场交易结算工作提供了决策参考。
In 2021,China proposed and implemented the electricity purchasing agent service of power grid enterprises,forming a new non-market transaction mode of power purchase agent and unified purchase and sales of power grids,which generated the corresponding demand for electric price and charge settlement mechanism.At present,provincial-level power grid enterprises adopt a coupled settlement model for non market transactions.Although it is beneficial to clarify the responsibilities and interests of different types of market entities on both sides of non market transactions,there are problems such as non-compliance with the laws of the power system and low implementation efficiency.Based on the relevant national policies,this paper proposes a new decoupling settlement mechanism for non-market transactions.That is,after the two sides of power generation and utilization are settled separately according to the current price policy,the unbalanced electricity charges generated will be borne by all industrial and commercial users.According to the simulation calculation results of typical scenarios,the calculation results of decoupling settlement and current coupling settlement are basically the same,and will not cause changes in the interests of relevant subjects,but decoupling settlement is more in line with the laws of the power system and economic laws.The decoupling settlement mechanism for non-market transaction complements and improves the current national institutional arrangement for electricity purchasing agent service,and provides a decision-making reference for provincial power grid companies to standardize and optimize non-market transaction settlement.
