摘要
当前,我国进入新的发展阶段,新的需求提升了生态生产力的价值位势。新一轮科技革命背景下,数字技术、新能源、新材料、生物技术等进步改变了生态生产力要素基础。生态资源丰富、产业基础薄弱的三江源地区将有更大优势释放生态生产力,实现乡村产业振兴。以习近平新时代中国特色社会主义思想为指导,充分考虑新一轮科技革命背景下系列技术的突破和支撑作用,提出了绿色创新理念引导和数字与绿色技术赋能的新时代生态生产力观。基于新时代生态生产力的劳动主体融合性、自然要素多维性、劳动资料高阶性、价值产出时代性等特征,构建基于区域特色资源的产业创新模式:依托特色资源发展特色产业、应用绿色技术赋能价值创造、引入平台模式促进价值实现。以此为框架,进一步分析三江源区特色资源利用的产业创新实践和进一步的创新思路。
At present,China has entered a new stage of development,and upgraded requirements has promoted the value of ecological productivity.In the context of a new round of scientific and technological revolution,advances in digital technology,new energy,new materials and biotechnology have changed the elements of ecological productivity.The Sanjiangyuan region with rich ecological resources and weak industrial foundation will have greater advantages to release ecological productivity and realize industrial revitalization in rural areas.Guided by Xi Jinping’s thought on socialism with Chinese characteristics for a new era,considering the supporting role of a series of technical progress in the context of the new round of scientific and technological revolution,we put forward a new concept of ecological productivity in the new era,including green innovation idea and digital and green technology empowerment.The new era ecological productivity has some characteristics,such as integration of labor subjects,multidimensional of natural factors,high-order of means of labor,and epochal character of value output.Therefore,regional characteristic industrial innovation model should include developing characteristic industries rely on characteristic resources,applying green technology to enable value creation,and promoting value realization with the help of platform model.Based on this framework,this paper further analyzes the industrial innovation practice and further innovative thinking of the utilization of characteristic resources in the Sanjiangyuan region.
