摘要
借用改进的熵值法测算出民族地区产业生态化发展水平,结果表明整体发展势头良好。民族地区产业生态化的科学内涵应为:超越“生态绝缘边界”的空间内涵、突破“产业单边思维”的组织内涵、跨越“低端价值锁定”的技术内涵。进而从“定位—逻辑—方向”三方面建构了民族地区产业生态化的三维战略框架,指出应以匹配农业强国目标、服务国家“双碳”战略、推进“两山”协同转化、打造现代化产业体系为战略定位;民族地区产业生态化的底层生命力是绿色、基本趋向是提质增效、高阶目标是人与自然和谐共生;应以生态安全、文化自信、乡村振兴、生态产品、区域协调、对外开放为战略方向。为此,民族地区有必要在产业关联、产业组织和产业空间等方面取得突破。通过原有产业延伸升级,建立拓扑网络关系,夯实产业制度根基,构建互利共生体系,推进要素市场开放,回归以人为本逻辑等措施促进产业生态化发展。
The present study employs the enhanced entropy method to estimate the level of industrial ecological development in ethnic areas,revealing an overall positive momentum of development.scientific essence of industrial ecologicalization in ethnic areas should transcend the spatial connotation of"ecological insulation boundary,"break through the organizational connotation of"unilateral industrial thinking"and surpass the technical connotation of"low-end value locking".Subsequently,a three-dimensional strategic framework for industrial ecology in ethnic areas is constructed based on position-logic-direction,emphasizing that strategic positioning should align with agricultural power goals,serve the national"double carbon"strategy,promote collaborative transformation towards sustainable development('two mountains"),and establish a modern industrial system.Green vitality forms the foundation for trends in ecology in ethnic areas focused on improving quality and efficiency while striving for harmonious coexistence between humanity and nature.Strategic directions encompass ecological security,cultural confidence,rural revitalization,promotion of ecological products,enhancement of regional coordination opening up opportunities.Therefore,it becomes imperative for ethnic areas to make breakthroughs in terms of inter-industrial correlation relationships as well as organizational structures within industries and their spatial arrangements by extending and upgrading existing industries while establishing topological network relations;consolidating foundational elements within the industrial system;fostering mutually beneficial symbiotic systems;promoting factor market openness;adhering to peopleoriented logic principles-we can effectively advance industry's ecological development.
