水生态文明城市建设试点对水生态韧性的影响研究 被引量:6

Analysis of the impacts and mechanisms of the pilot project of water ecological civilization city construction on water ecological resilience

摘要 将水生态文明城市建设试点视为一项准自然实验,利用中国2006—2021年278个地级及以上城市面板数据,建立双重差分模型,研究分析水生态文明城市建设试点政策对水生态韧性的影响,并从优势转化和劣势弥补两个方面展开机制分析。研究发现,水生态文明城市建设试点政策能够有效提升水生态韧性。该结论在进行了平行趋势检验、异质性处理效应诊断、排除其他政策干扰、个体安慰剂检验等一系列稳健性检验之后依然成立。机制分析表明,在优势转化方面,绿色技术创新和供水基础设施建设在水生态文明城市建设试点政策提升水生态韧性过程中发挥了重要的渠道作用;在劣势弥补方面,水生态文明城市建设试点政策能够有效增强水污染较严重地区的净水能力,提升供水条件较差地区的供水能力,进而提高水生态韧性。基于以上研究结论,提出持续巩固水生态文明城市建设试点成果、提升城市水生态韧性能力的对策建议。 Viewing the pilot project of Water Ecological Civilization City Construction as a natural experiment,this study utilized panel data from 278 Chinese cities at or above the prefectural level from 2006 to 2021.It established a Difference-In-Differences(DID)model to investigate the impact of the pilot policy on water ecological resilience and conducted mechanism analysis from the perspectives of advantage transformation and disadvantage compensation.The research findings revealed that the pilot policy of Water Ecological Civilization City Construction effectively enhanced water ecological resilience.This conclusion remained robust even after a series of tests,including parallel trend tests,heterogeneity treatment effect diagnostics,eliminations of other policy interferences,and individual placebo tests.Mechanism analysis indicated that,in terms of advantage transformation,green technology innovation and the construction of water supplied infrastructure play crucial roles in the process of enhancing water ecological resilience in the pilot cities.Concerning disadvantage compensation,the pilot project effectively strengthened the water purification capacity in areas with severe water pollution and improved the water supply capacity in regions with subpar water supply conditions,thereby enhancing water ecological resilience.Based on these research findings,recommendations were put forth for the continued consolidation of the achievements of the pilot project and the ongoing enhancement of urban aquatic ecological resilience capabilities.
