摘要
[目的/意义]分析我国目前已出台的文旅政策现状及特点,探究文旅融合政策的演进过程。[方法/过程]系统梳理2009年到2023年141份国家层面文旅融合政策,通过Nvivo12Plus软件对政策文本进行扎根理论分析,构建我国文旅融合政策演化模型,并将政策划分为起步期(2009—2012年)、提升期(2013—2017年)、快速发展期(2018—2023年)3个阶段,对每个阶段的政策特征进行描述,分析政策演进逻辑。[结果/结论]我国国家层面文旅融合政策演进特征具有政策主体由单一趋向于多元、政策环境不断改善、政策工具趋向平衡、政策措施从追求数量到追求质量、政策保障逐步完善并健全等特点,基于对政策文本的分析提出强化顶层设计、加强智慧文旅融合高质量发展、优化政策工具使用分布、全方位提升政策措施、健全文旅融合保障等建议。
[Purpose/Significance]This research analyzes the current status and characteristics of Chinese culture and tourism integration policies that has been introduced,and explores the evolution process of cultural and tourism integration policies.[Method/Process]This study systematically reviewed 141 national-level policies on cultural and tourism integration from 2009 to 2023,conducted grounded theoretical analysis of the policy texts through Nvivo12Plus software,and constructed an evolution model of Chinese cultural and tourism integration policy,and divided into three stages:the initial period(2009-2012),the promotion period(2013-2017)and the rapid development period(2018-2023).This paper describes the policy characteristics of each stage and analyzes the evolution logic of the policy.[Results/Conclusion]The cultural and tourism integration policies at the China’s national level exhibit several characteristics in their evolution,including policy subjects from single to multiple,policy environment is constantly improving,policy tools tend to be balanced,policy measures from the pursuit of quantity to the pursuit of quality,and policy guarantees are gradually enhancement and completeness.Based on the analysis of policy texts,this study puts forward suggestions such as strengthening top-level design,promoting the high-quality development of smart cultural and tourism integration,optimizing the distribution of policy tools,enhancing policy measures comprehensively,and improving the guarantee of cultural and tourism integration.
