摘要
党的二十大明确提出,必须坚定不移贯彻总体国家安全观。然而,当前国际局势复杂多变,国家安全风险更是层出不穷,澳门地区也将面临着更为严重的风险和挑战。为此,澳门特区政府通过积极落实维护国家安全的宪制责任和推进国家安全教育政策体系法治化等方式,有效实现了澳门地区回归后社会经济的繁荣稳定。但徒法不足以自行,现阶段澳门地区在推进国家安全观教育领域存在顶层设计待完善、网络安全重视程度不够,青年思想存在精神危机等不足。对此,须强化澳门地区高校总体国家安全观教育,以维护国家安全。基于此,宏观层面,应完善“一国两制”下的国家安全法律衔接体系;中观层面,建构国家安全教育机制,实现安全教育常态化;微观层面,抓住青年这一关键群体,实现爱国精神永续传承。
The Communist Party of China's 20th Congress clearly states that it is essential to implement the overall concept of national security.However,the current international situation is complex and volatile and national security risks are emerging one after another.Macao would face with serious risks and challenges.Then,the Macao SAR government has effectively realized the social and economic prosperity and stability of Macao after returning mainland of China.Through implementing the constitutional responsibility of safeguarding national security,it is sure to highlight law of the national security education.The problem is that the law is not enough to defend itself.Right now,there are deficiencies such as incomplete top-level design in enhancing national security concept,insufficient attention to network security and the spiritual crisis of youth thinking.Therefore,it is necessary to strengthen the education of the overall national security concept in Macao universities in order to safeguard the national security.From the macro level,it is imperative to improve the national security legal connection system under the“one country,two systems”and construct the national security education mechanism to realize the normalization of safety education.From the micro level,it is important to grasp the youth to achieve the sustainable inheritance of patriotism.
