摘要
目的:系统研究我国医学类教师教学能力评价政策,探讨政策工具的使用偏好和评价要素的重视程度。方法:构建政策工具与评价要素二维分析框架,运用Nvivo12矩阵编码功能,对30份政策文本进行量化分析。结果:1992~2023年政策发展经历建章立制、建设发展、质量提升、评价牵引4个渐进阶段;能力建设型工具占40.76%,劝诫型工具占27.31%使用频繁,激励型工具仅占2.10%使用最少;教学实践要素占20.59%,教学方法要素占18.91%,两要素在评价中最受重视,教学技术要素占6.30%,教学创新要素占7.14%,两要素重视程度最低。结论:建议出台医学类一流教师评价标准;增强评价政策供给,健全与评价相匹配的激励保障机制;面向国家新医科建设需求,发展教师守正创新教学能力等。
Objective To systematically study the evaluation policy of medical teachers'teaching ability in China,and explore the preference of using policy tools and the importance of evaluation elements.Methods A two-dimensional analysis framework of policy tools and evaluation elements was constructed,and 30 policy texts were quantitatively analyzed by Nvivol2 matrix coding function.Results From 1992 to 2023,the policy development experienced four gradual stages,which were establishment of rules,construction and development,quality improvement and evaluation.The capacity building tools accounted for 40.76%,the exhortation tools accounted for 27.31%,and the incentive tools only accounted for 2.10%.Teaching practice factors accounted for 20.59%,teaching method factors accounted for 18.91%,two of which were the most valued in the evaluation.And the teaching technology factors accounted for 6.30%,teaching innovation factors accounted for 7.14%,two of which were the least valued.Conclusion It is suggested to introduce the evaluation standard of first-class medical teachers,strengthen the supply of evaluation policy and perfect the incentive guarantee mechanism matching with evaluation,meet the needs of national new medical construction,and develop teachers'ability to integrity innovation teaching.
