政府投入对绿色创新的影响效应分析——基于长三角城市群面板数据

Analysis of the Impact of Government Investment on Green Innovation——Based on the Panel Data of the Yangtze River Delta Urban Agglomeration

摘要 绿色创新是实现经济绿色发展的重要驱动,为了探究政府投入对绿色创新的影响效应,利用长三角城市群2015—2021年面板数据,基于空间面板模型从政府投入角度分析对长三角城市群绿色创新的影响效应,从结论可知:上海市整体绿色创新水平最高,江苏省所属的城市整体水平次之;长三角城市群绿色创新具有明显的正向空间自相关性;政府环保支出对本地绿色创新的影响呈“U”型分布,政府科教支出对本地绿色创新有促进作用,临地政府科教支出对本地绿色创新发展有抑制作用。因此,应适当加大政府环保支出和政府科教支出力度,增强环保关注度和绿色环保意识,促进地区间绿色创新协调发展。 Green innovation is an important driving force for achieving green economic development.In order to explore the impact of government investment on green innovation,this article uses the panel data of the Yangtze River Delta urban agglomeration from 2015 to 2021 to analyze the impact of government investment on green innovation in the Yangtze River Delta urban agglomeration based on spatial panel model.The results show:Shanghai has the highest overall level of green innovation,followed by cities in Jiangsu Province;the green innovation of the Yangtze River Delta urban agglomeration has a significant positive spatial autocorrelation;the impact of government environmental protection expenditure on local green innovation shows a U-shaped distribution.Government science and education expenditure promotes local green innovation,while local government science and education expenditure inhibits the development of local green innovation.Therefore,the government should appropriately increase expenditure on environmental protection and on science and education,improve environmental protection awareness and green environmental protection consciousness,and promote coordinated development of green innovation among regions.
