摘要
大力发展康养旅游成为旅游业转型升级的重要路径之一,了解当下康养旅游政策特征及未来发展导向将助力康养旅游发展提质增效。文章首先综述了国外康养旅游政策相关成果,然后以2007—2022年24个省级政府出台的86份康养旅游政策为研究对象,使用文本分析法与PMC指数模型,构建了“政策主题—政策工具—政策效力”三维分析框架以了解政策相关特征及其存在的问题。通过对词语云、词频表以及自动编码结果的分析发现,康养旅游政策主题集中于产业发展、产品开发、企业参与、体制机制创新、基础设施建设以及康养人才培养与技术开发等方面;在自动编码的基础上对政策文本进行深入手动编码以探究政策工具使用情况,结果表明当下政策工具使用失衡,其中环境型政策工具占比68.93%,远远高于供给型(16.69%)与需求型(14.39%)政策工具,沿海地区与其他地区在政策工具的使用上因其地理位置与经济发展水平出现不同方面的差异;基于PMC指数模型测算结果表明,康养旅游政策样本整体效力表现良好,不足之处在于缺少法律保障、技术支撑以及相关优惠政策支持。据此文章提出了康养旅游政策制定的相关建议。
The vigorous development of health and wellness tourism has become an important path for the transformation and upgrading of tourism industry.Understanding the current characteristics of health and wellness tourism policies and their prospective development direction will help improve the quality and efficiency of health and wellness tourism.This article first reviews the relevant achievements of foreign health and wellness tourism policies,and then selects 86 health and wellness tourism policies issued by 24 provincial governments from 2007 to 2022 as research objects.Text analysis and PMC index model were employed to construct a three-dimensional analysis framework of“policy themes-policy tools-policy effectiveness”to understand the policy characteristics and existent problems.By means of analyzing word clouds,word frequency tables,and automatic coding results,it was found that the policy themes of health and wellness tourism focused on industrial development,product development,enterprise participation,institutional mechanism innovation,infrastructure construction,and nurturing of health and wellness talents and technology development.Based on the automatic coding,manual coding was conducted to investigate the application of policy tools,and the results revealed that the current use of policy tools is unbalanced,with environmental policy tools accounting for 68.93%,excessively higher than supply-side(16.69%)and demand-side(14.39%)policy tools.Differences were found regarding the application of policy tools between coastal areas and other regions due to the different geographical location and economic development level.Based on the PMC index model,the calculation results show that the overall effectiveness of health and wellness tourism policy samples is above average,but the weaknesses lie in the insufficiency of legal guarantee,technical support and related preferential policy support.Accordingly,the article puts forward relevant suggestions for the formulation of health and wellness tourism policies.
