摘要
数字政府是推进国家治理体系和治理能力现代化的有力抓手和重要举措,也是建设网络强国、数字中国的基础性和先导性工程。而政务数据的应用是数字政府构建、政府大数据治理进程中的关键一步,对加快转变政府职能,建设服务型政府意义重大。但目前我国数字政府建设仍面临创新应用能力不强、政务数据支撑应用水平亟待提升等现实问题。因此本文通过梳理总结衢州市营商环境建设办公室在政务数据多系统应用等方面的实践经验及标准化工作,进一步提出通过标准化促进政务数据共享、重数据应用治理模式以及构建全方位安全防护体系的方式,促进我国数字政府建设中的政务数据应用。
Digital government is a powerful lever and important measure to promote the modernization of national governance system and governance capacity,as well as a fundamental and pioneering project for enhancing China’s strength in the internet and building a digital China.The application of government data is the crucial step in the construction of digital government and governmental big data governance process,which is of great significance for accelerating the transformation of government functions and building a service-oriented government.However,currently,China’s digital government construction still faces practical problems such as weak innovation and application capabilities,and the urgent need to improve the supporting role of government data application.Therefore,this paper summarizes the practical experience and standardization work of Quzhou City Business Environment Construction Office in the application of government data in multisystems.And this paper further puts forward,suggestions to establish government data sharing and data application-oriented governance models through standardization,and strengthen security capabilities,promoting the application of government data in China’s digital government construction.
