摘要
农村青年干部是基层干部队伍中的新鲜血液,也是推进乡村发展、乡村建设、乡村治理的生力军和中坚力量。通过对赣南F村和鄂南T村两个村庄的案例剖析,探讨青年村干部助推乡村有效治理的内在作用机制。结果表明:村干部队伍中存在一定数量的青年干部,但并不是所有的青年村干部都会在乡村治理实践中积极主动作为,只有部分具有较强责任认知和治理能力的中坚青年干部可以助推乡村治理效能提升;中坚青年干部提升乡村治理绩效的作用机制具体表现为在包容性的制度环境和治理环境下,以个体正向责任认知形塑村干部群体履责行为,以聚合性治理能力强化基层组织治理能力。基于此,建议充分发挥中坚青年干部的引领带动示范作用,构建老中青干部梯次配备的干部架构,优化青年干部的在地化培养机制,以促进村干部群体积极有效作为,增强基层组织治理能力。
Rural young cadres are not only the fresh blood in the ranks of grass-roots cadres,but also the fresh force and the backbone in promoting rural development,rural construction and rural governance.Through the case analysis of F village in southern Jiangxi province and T village in southern Hubei province,this paper explores the mechanism of young cadres promoting effective rural governance.The results show that while there are a certain number of young cadres in the village cadre team,not all of them will take the initiative in rural governance practice.Only some of the leading young cadres with strong responsibility cognition and governance ability can improve the performance of rural governance.The function mechanism of promoting governance performance of the leading young cadres is as follows:in the inclusive institutional environment and governance environment,the village cadre group’s responsibility behavior is shaped with individual positive responsibility cognition,and the grassroots organization’s governance ability is strengthened with cohesive governance ability.Therefore,in practice we should give full play to the leading and driving demonstration role of the core young cadres,build the cadre structure of the echelon of old,middle-aged and young cadres,optimize the local training mechanism of young cadres,promote the active and effective actions of village cadres,and enhance the governance capacity of grassroots organizations.
