摘要
基于2010—2021年全国172个地级市的面板数据,将智慧物流园区建设视为一项准自然实验,建立城市经济高质量发展指标体系,构建双重差分模型,实证检验智慧物流园区对城市经济高质量发展的影响及其作用机制。主要得出以下研究结论:(1)智慧物流园区能够促进城市经济高质量发展,促进效果表现出先增后减的态势。(2)智慧物流园区通过促进技术创新和产业结构升级对城市经济高质量发展产生推动作用,技术创新发挥的中介作用更为显著。(3)智慧物流园区对城市经济高质量发展的影响效应存在显著的地区差异。东中部地区、经济较发达地区、等级较高城市依靠区域位置优势,科技创新水平较高,产业结构较为完善,具有较好的经济发展环境,智慧物流园区对其经济高质量发展具有更显著的推动作用。围绕促进经济高质量发展目标,提出政策建议:进一步拓展智慧物流园区试点范围,充分发挥智慧物流园区辐射带动作用;落实差异化的产业政策;积极推进智慧物流园区数字化建设,优化产业结构。
Based on the panel data of 172 prefecture-level cities in China from 2010 to 2021,the construction of smart logistics parks is regarded as a quasi-natural experiment,the index system of high-quality development of urban economy is established,and the double-difference model is constructed to empirically test the effect of smart logistics parks on the high-quality development of urban economy and its mechanism of action.The following conclusions are drawn from the study:(1)Smart logistics parks can promote the high-quality development of urban economy,and the promotion effect shows the trend of increasing first and decreasing later.(2)Smart logistics parks promote the high-quality development of urban economy by promoting technological innovation and industrial structure upgrading,and technological innovation plays a more significant intermediary role.(3)There are significant regional differences in the impact of smart logistics parks on the high-quality development of urban economy.For higher-level cities in the centraleastern areas,the economically developed regions,thanks to their regional location advantages,high levels of technological innovation,relatively complete industrial structures and a good economic development environment,smart logistics parks in these cities play a more significant role in promoting high-quality economic development.Focusing on the goal of promoting highquality economic development,this study puts forward policy recommendations concerning smart logistics parks:further expanding the pilot scope of smart logistics parks,giving full play to the radiation-driven role of intelligent logistics parks;implementing differentiated industrial policies;and actively promoting the digitalization of smart logistics parks and optimizing the industrial structure.
