摘要
自2018年开始,国家自然科学基金委员会启动新时期联合基金改革进程。为了解联合基金发展、运行的相关情况,课题组面向相关利益主体展开调研,并结合学术界相关研究成果,全面梳理了近五年来联合基金管理与运行机制效能发挥情况。调研结果显示,联合基金的整体运行效能不断提升,但影响联合基金管理与运行效能的问题仍十分突出,需要从联合基金管理与运行的效率、效益、效果三个层面进行优化调整。
Since 2018,the National Natural Science Foundation of China has launched the reform of joint funds in the new era.In order to understand the joint funds'performance,we conducted research on relevant stakeholders,and combined with the relevant research findings of the academic circles,we have comprehensively sorted out the effectiveness of joint funds'management and operation mechanisms in the past five years.The research results show that the overall operational efficiency of joint funds is constantly improving,but the problems that affect the management and operational efficiency of joint funds are still very prominent.Furtherly,there are three levels(efficiency,achievement and effect)to optimize and adjust the management and operation of joint funds.
