摘要
江河湖库管理范围线是河长制江河湖库管理的基础性工作,一直以来,无堤防河段管理范围线主要通过勘察设计人员依托地形图及洪水水面线成果人工勾绘形成。针对人工勾绘效率低下、成果质量参差不齐的问题。本次研发集成了一种GIS分析模型并将其应用于江河湖库无堤防河段管理范围线划定工作中。试验结果表明:该分析模型操作简单,可替代人工勾绘自动生成管理范围线,10 km河段管理范围线划定误差数从平均5.5处降为0处,效率提高近百倍,解决了人为因素误差问题并提高了工作效率,为江河湖库无堤防河段管理范围线划定提供了简易自动划定方法,拓展了GIS在河长制工作中的应用。
The delineation of management scope lines is the fundamental work for the management of rivers,lakes and reservoirs under river chief system.The management scope line of the river section without embankment has been manually drawn by survey and design personnel according to topographic map and flood water surface line results.Manual delineation has the shortages of low efficiency and inconsistent quality,so a GIS analysis model is developed and applied in the delineation of management scope lines for the unleveed sections of rivers,lakes and reservoirs.The test results demonstrate that this analysis model permits simple operation and is able to replace manual drawing to automatic generation of the management scope line.The error number of the management scope demarcation of 10km river reach is reduced from an average of 5.5 to O,with a increase of efficiency by nearly a hundred times,solving the problem of human factor error and improving work efficiency,and providing a simple automatic delineation method for the management scope line demarcation of unleveed sections of rivers,lakes and reservoirs.The application of GIS in the work of river chief system is expanded.
