摘要
构建国内国际双循环新发展格局是当前指导我国经济发展的重要国家战略。进入经济全球化时代,实施国内国际双循环是现代国家发展现代经济的基本方略和必经之路。2008年金融危机之后从全球来看双循环呈现出国内循环崛起、国际循环收缩的新周期特征。不同国家和地区在双循环策略选择上存在差异,分别阐述欧美发达经济体“高度外向型”、东亚新兴工业经济体“中度外向型”及拉美发展中经济体“低度外向型”双循环发展模式及特征。通过梳理我国国内国际循环发展历程,发现新中国成立以来我国一直坚持国内循环为主导的经济发展战略,发展国际循环的目的是提高国内循环水平,参与国际循环是决定我国双循环发展层次与质量的重要影响因素,需要理性认识与合理应对中国国际新方位提升,积极融入全球化、推动更高水平开放、提升国际大循环水平,加快国内改革为高质量双循环发展创造相应的制度环境,防止经济内卷脱钩、增强全球化机能,保持“出口导向”与“进口替代”均衡施策。
Building a new development pattern of domestic and international dual circulation is currently an important national strategy guiding China's economic development.Entering the era of economic globalization,implementing domestic and international dual circulation has become the basic strategy and necessary path for modern countries to develop modern economies.After the 2008 financial crisis,from a global perspective,the dual cycle has shown a new cyclical feature of domestic cycle rise and international cycle contraction.Different countries and regions had differences in the choice of dual circulation.Therefore,this article elaborates on the dual circulation development models and characteristics of developed economies in Europe and America,emerging industrial economies in East Asia,and developing economies in Latin America.Then the article sorts out and summarizes the development process,regular path,and basic experience of domestic and international circulation in China.In fact,since the establishment of the People's Republic of China,the country has always adhered to the development strategy led by domestic circulation.The purpose of developing international circulation is to improve the level of domestic circulation,and the participation in international circulation is an important influencing factor that determines the level and quality of China's dual circulation development.Finally,China put forward policy suggestions,including:rationally understanding and responding to China's new international orientation,actively integrating into globalization,promoting a higher level of opening up,improving the level of the international systemic circulation,accelerating domestic reform to create a corresponding institutional environment for high-quality dual cycle development,preventing the economy from being"decoupled",enhancing the function of globalization,and maintaining a balanced policy of"export orientation and import substitution".
